On July 12, in order to support the implementation of the "Azerbaijan 2020: Vision of the Future" Development Concept, as well as the Sustainable Development Agenda, which includes the new Sustainable Development Goals (SDGs) until 2030, the UN-Azerbaijan Partnership Framework for 2016-2020 ( UNAPF) Document was signed. The document was signed by the Minister of Economy of the Republic of Azerbaijan Shahin Mustafayev and the UN Resident Coordinator in Azerbaijan Ghulam M. Ishaqzai.
For this purpose, Minister of Economy Shahin Mustafayev, who spoke at the event held at the Baku Business Center, noted that during the preparation of the Framework Document, discussions were held with national partners, international partners on development issues, representatives of the private sector, civil society and the scientific community on defining strategic areas, and UNAPF President Ilham Aliyev He emphasized that it is based on the goals expressed in the Development Concept "Azerbaijan-2020: a vision of the future" approved in 2012. It was stated that the strategic framework document focuses on three areas - (1) promoting sustainable and inclusive economic development that includes increased diversification and decent work, (2) strengthening institutional capacity, effective public and social services, and (3) improving environmental management, provides support measures for increasing resilience against risk and natural disasters.
The Minister of Economy emphasized that measures will be taken to create conditions for the diversification of the economy, sustainable growth and expansion of employment opportunities for young people, women, people with disabilities and other vulnerable groups in the areas of strategic activity provided for in the document. UNAPF also focuses on ensuring quality public and social services are accessible to all, as well as environmental and natural resource management, energy efficiency and renewable energy, climate change, risk and disaster resilience, etc. issues have been reflected. In the framework document, inclusion, expansion of electronic services, creation of industrial zones and neighborhoods, agriculture, tourism, etc. special attention was paid to the development of fields, increasing the role of young people in society, gender equality, and improving national statistics.
The work carried out on UNAPF will help to move to a new economic model in the current economic conditions, and will support the implementation of reforms in this direction. Minister of Economy Shahin Mustafayev also spoke about Azerbaijan-UN relations and mentioned the election of our country as a non-permanent member of the Security Council, the highest body of the UN, for a 2-year term in 2011 as an important event.
In the minister's speech, as a result of the occupation of Nagorno-Karabakh and other territories of the Republic of Azerbaijan by the armed forces of Armenia, 4 resolutions of the UN Security Council on the Armenia-Azerbaijan conflict were adopted in 1993, the territorial integrity of Azerbaijan was reconfirmed in the resolutions, an immediate ceasefire was declared, military operations were resumed. He emphasized that the demands for the termination and withdrawal of the occupying forces from the territory of the Republic of Azerbaijan have been put forward, but the provisions of these resolutions have not been fulfilled so far.
Ghulam M. Ishaqzai, the resident coordinator of the UN in Azerbaijan, noted the effective cooperation of Azerbaijan with the UN and the institutions of this prestigious organization, informed about the tasks arising from the document, and noted that the directions provided in the Framework Document are aligned with the "Azerbaijan-2020: a vision of the future" Development Concept.
